ここ数日、世界中ではまっている人がいるみたいで・・・私もその一人ですが解決策が提示されていたのでシェア。
原因はWin7なのにWin8のdll探しに行っているのが悪いらしく。
MSさん、たのみますよ・・・検証してから出してください。アップデート対象のOSもそんなに多くないんだから。

The program can’t start because api-ms-win-core-libraryloader-l1-1-1.dll is missing from your computer.
Try reinstalling the program to fix this problem.
C:\Windows10Upgrade\wimgapi.dll with the one from C:\Windows\System32\wimgapi.dll

C:\Windows\System32\wimgapi.dllのファイルをC:\Windows10Upgrade\wimgapi.dllに上書きしてあげれば普通にアップデートできました。
